Police, Military and EMS collaborate for Active Shooter exercise

'Collaboration between the NBPS, OPP and EMS and 22 Wing is essential to ensure rapid, effective response to significant events'

On May 23, Canadian Forces Base (CFB) North Bay, North Bay Police Service (NBPS), Ontario Provincial Polices (OPP), and North Bay Paramedic Services (EMS) exercised a simulated active shooter threat. 

“Collaboration between the NBPS, OPP and EMS and 22 Wing is essential to ensure rapid, effective response to significant events,” said Colonel Mark Roberts, Wing Commander, 22 Wing / CFB North Bay in a release.  

“Complex training scenarios ensure the safety of the defence community and the residents of the City of North Bay.  We are fortunate to have first class support from our North Bay Emergency Service partners so we can successfully deal with threats, identify potential problems and ensure the safety of our people.”

Wednesday’s exercise focused on the roles of the 22 Military Police Flight, the NBPS Emergency Response Team; the OPP K-9 unit, Emergency Response Team and Auxiliary members; and EMS services. 

The exercise was designed to test the base’s ability to handle a potential threat to personnel, infrastructure and operations, while also ensuring interoperability between law enforcement agencies and 22 Military Police Flight. 

The exercise was used to validate their collaborative response to an active threat scenario.

“We are proud of the close working relationships we have with 22 Military Police Flight, the Ontario Provincial Police and Emergency Medical Services,” said Chief Shawn Devine, Chief of Police, North Bay Police Service. 

“Training together builds on the strength of these partnerships and helps keep our skills sharp in preparation for a real threat that would require our joint response.” 

In recent years, real-world events in schools, bases, and other public areas throughout North America and right here at 22 Wing have been impacted by active shooter/aggressors. As a result, the Canadian Armed Forces has trained and verified our lockdown, hold-and-secure procedures.  

At no time were NORAD operations at the Canadian Air Defence Sector interrupted
