Yesterday afternoon North Bay OPP officers responded to call about a man uttering a threat in the Township of Phelps, northeast of North Bay.
Thomas Besner, 50, of Phelps has been arrested and charged with:

Uttering Threats to Damage Property and

Attempt to Obstruct Justice.
