Police say shortly before 8 a.m. on Tuesday,  a complainant contacted the North Bay Police Service to report that a man was behaving erratically outside on the 1300 block of Lakeshore Drive.

North Bay Police Service patrol officers arrived on site to investigate and located the man inside his residence on Lakeshore Drive.

With concerns for his well-being and suspicions that he was under the influence of methamphetamine, North Bay Police arrested him for his safety and the safety of others.

Based on information received and with concerns that there may be another individual at risk, North Bay Police entered and searched the residence that morning and seized two bolt action .22 calibre rifles that were lying on the floor.

There were no other persons in the residence.

At 9 p.m. on Tuesday June 7th, 2016, the North Bay Police Service executed a Controlled Drugs and Substance Act search warrant of the residence with the assistance of the Ontario Provincial Police's Drug Enforcement Unit and its Clandestine Lab Investigative Response Team. Firefighters and paramedics also attended as a precautionary measure.

No drugs or other paraphernalia were located.

As a result of the investigation, police charged the arrested man, Matthew J. G. Richards, age 30 with

  • One count of unauthorized possession of a weapon; and
  • One count of careless storage of a firearm.

He was held in custody for bail.
