The GCA strongly urge the Government of Ontario to require Metrolinx to consider the overall impact on the Ontario Taxpayer and not just the bidding price when awarding contracts that will be paid by taxpayers dollars” stated Ron Marleau President of the GCA “the CAW hit the nail on the head. Ontario taxpayers are much better off accepting the ONTC bid in comparison to the bid from Quebec and that decision must be overturned” Marleau emphasized.

Metrolinx is insisting it is bound by its Procurement Policy to put the refurbishment contract to tender, but there are exceptions within the Broader Public Sector Procurement Directive that could have been invoked to ensure the economic benefit of this work remained in Ontario. Also, both the Agreement on the Opening of Public Procurement for Ontario and Quebec and the Agreement on Internal Trade give exception to procurements between public organizations and the need for regional development. There is no reason this decision cannot be revoked," stated Marleau.
