A letter of understanding signed in 1998 between the Department of National Defence and the city of North Bay is
"a disaster," North Bay Mayor Vic Fedeli says.
The letter was signed to keep the Canadian NORAD Sector Air Operations Centre in North Bay for a 20-year period.
