On October 1, 2017, at 2:21 a.m., officers at the North Bay Detachment of the Ontario Provincial Police were conducting a Reduce Impaired Driving Everywhere (RIDE) Program on the North Bay Bypass at Frost Street.

The following are news releases from Ontario Provincial Police:

Impaired arrest

On Oct. 1, 2017, at 2:21 a.m., officers at the North Bay Detachment of the Ontario Provincial Police were conducting a Reduce Impaired Driving Everywhere (RIDE) Program on the North Bay Bypass at Frost Street. 

A vehicle approached the RIDE Program. When officers spoke to the driver, they smelled an odour of alcohol coming from the driver's breath. Officers made a demand for the driver to provide a breath sample at the roadside. The driver registered a FAIL. He was placed under arrest and transported to the North Bay OPP detachment for further breath tests. The breath tests revealed that the driver had over the legal limit of alcohol in his blood.

As a result of the police investigation, Dennis Warrington, age 26, of North Bay, has been charged with:

  • Driving While Ability Impaired by Alcohol, contrary to Section 253(1)(a) of the CC and
  • Driving with More than 80mgs of Alcohol in Blood, contrary to Section 253(1)(b) of the CC.

The accused's driver's licence was suspended for 90 days with an Automatic Drivers Licence Suspension (ADLS), and the vehicle was impounded for 7 days. 

The accused was released on a Promise to Appear (PTA) and is scheduled to appear in the Ontario Court of Justice in North Bay on Oct. 17, 2017.

Driver charged with possession

EAST FERRIS TOWNSHIP - On Oct. 2, 2017, at 3:35 p.m., officers at the North Bay detachment of the Ontario Provincial Police were conducting a Reduce Impaired Driving Everywhere (RIDE) Program on Highway 94 in East Ferris Township. 

A vehicle approached the RIDE Program, and officers could smell a strong odour of marijuana coming from the vehicle. A search located a small amount of marijuana in the vehicle.

As a result of the police investigation, Courtney Jylha-Papineau, age 22, of East Ferris Township, is charged with

  • Possession of a Schedule II Substance - Cannabis Marijuana, contrary to Section 4(1) of the Controlled Drugs and Substances Act. 

The driver was released on an Appearance Notice and is scheduled to appear in the Ontario Court of Justice in North Bay on Nov. 21, 2017.
