Ongoing neighbour dispute in West Nipissing results in criminal harassment charge

An OPP investigation into an ongoing neighbour dispute at a house on Dubuc Road, in Crystal Falls has seen one of the combatants facing some serious charges, and the conflict getting uglier.

Mid-morning on March 27, Nipissing West OPP were called to investigated the dispute. 

Then this past Friday, the Nipissing West Crime Unit, Emergency Response Team, and the Canine Unit executed an arrest warrant at a house on the Sturgeon River.

David Potvin, 60, from West Nipissing, was arrested and is charged with:

  • Criminal harassment - threatening conduct
  • Fail to comply with probation order

However, Potvin, who claims to be a special Olympian with PTSD, emailed BayToday saying it's his neighbour who is doing the harassing, even going as far as allegedly shooting and wounding his service dog named Beauty.

He also claims a neighbour has chased him in a powerboat while he was swimming in the Sturgeon River.

The neighbour disputes that.

In an email to BayToday he says his wife and 15 year old daughter are traumatized and afraid to go outside due to Potvin's "violent and aggressive behaviour, threats, stalking, and general psychological abuse."

The neighbour says Potvin built a hunting blind of tarps at the end of their driveway across the road behind his fence to take pictures of his daughter and wife, and yells threats and obscenities at them. 

"In her statement to police my daughter told them she is afraid to walk to and from the school bus, passing Mr Potvin's driveway because of this ongoing behaviour. Two months ago he threatened me personally with violence."

Potvin was released on an undertaking and is scheduled to appear at the Ontario Court of Justice on May 3, in West Nipissing.
