Man charged in wild Highway 400 high-speed chase, Toronto shooting

A wild police chase and violent series of events that saw a Toronto couple carjacked and shots fired at police ended in Orillia with the arrest of a suspect.

Toronto Police have identified the man facing charges as 31-year-old Kristian Jarvis

Three OPP Detachments were involved in the police chase on Highways 400 and 11 that began in the Norfinch and Steeles area of Toronto around 6:30 a.m.

Police say a woman was shot, a man assaulted and their car was stolen.

A suspect fled, allegedly firing at responding officers who were not injured.

"One of the things we realized right away was we needed to contain that vehicle. The immediate plan that was undertaken was to ensure that vehicle could not leave Highway 400. So we were able to block off-ramps," said OPP Sgt. Peter Leon.

"The vehicle was driving extremely aggressively.  And knowing very well that this person is armed and dangerous. Has already shot at police.  We wanted to make sure civilians aren't injured in any way by the carelessness of this individual."

At a point just south of Memorial Ave. in Orillia north of Line 15  police deployed a spike belt  but the fleeing vehicle managed to swerve around it.

The move caused a collision between an OPP cruiser and a civilian vehicle and then the OPP vehicle passed over the spike belt.

Neither the officer nor the driver was injured.

Police made an arrest in Orillia

"The bad guy was exiting at Memorial Ave. When he got to the off-ramp he exited his vehicle and ran north into a wooded area.

By this point the OPP helicopter was up in the air and was able to spot him as he emerged and ran across the northbound lanes and then into the southbound lanes."

Officers on foot made the arrest, including two off-duty and on their way to work.

The Central Region ERT and the K9 unit located a handgun just down the embankment from where the suspect exited his vehicle.

The Canine Unit officer, 33-year veteran Const. Fleming, retires on Friday and his retirement function is this evening.

Highway 400 northbound was closed at Highway 89 along with Highway 11 for the chase and subsequent investigation.
