A public meeting on the application was held prior to the start of Monday night's committee meeting of council.

The application, by Grand Sierra Investments Ltd., would allow a subdivision of single- family homes to be built between Sage Road and Circle Lake.

The 11.65 hectares parcel in question is mostly low-lying wetland.

Residents of the Birchaven area are concerned their neighbourhood--which is on land now owned by Grand Sierra--would be moved as part of the new subdivision.

There were also concerns about increased traffic flow,possible flooding and the abiity of sewer and water infrastructure in the area to handle an increased number of new homes.

Seymour Street could also be extended through to Sage as part of the development.

The General Government Committee has approved adding a $50 fine to an existing bylaw prohibiting bicycles on city sidewalks.

The matter had been referred back to the committee at last week's council meeting for more discussion.

Last night the committee heard from Sgt. Mike Tarini, who heads the traffic department of the North Bay Police Service.

Tarini said most similar fines in other Northern Ontario cities average $50 for the same offence.
