City reorganizes after firing CAO

The day after it fired its CAO Keith Robicheau, City Hall staff has undergone a corporate restructuring.

David Euler, the City’s current Managing Director Engineering, Environmental Service and Works has been appointed to replace Robicheau as Interim Chief Administrative Officer effective immediately.

The Managing Director positions have been eliminated.

John Severino, currently the Managing Director of Community Services, will take over the role of City Engineer and be responsible for the newly formed business unit called Infrastructure and Operations. This business unit will include Engineering, Environmental Services, Public Works, Parks, and Transit.

Ian Kilgour has been hired as the Director of Community Development & Growth. This position will oversee Planning and Building Services, Arts, Culture, Recreation & Leisure Services as well as Sports and Events. Kilgour will also sit as ex-officio on the Invest North Bay board.

Lea Janisse becomes the Chief Human Resources and Information Officer. Lea’s new role will include responsibilities for Customer Service, Information Systems and Human Resources.

Asset Management will now report to Margaret Karpenko, the City’s Chief Financial Officer /Treasurer.

Council has also authorized the immediate recruitment for a full-time Deputy Clerk and a Communications Officer.

"This reorganization is an important step to align our departments for growth while maintaining our core services," said Euler in a news release, adding the corporate re-organization to "better align with Council’s focus on growing the City."
