City: Memorial Gardens in need of repairs

'If not addressed this will result in further damage to the building, expensive repairs and higher energy costs'

Memorial Gardens needs $183,000 in roof and chimney repairs, according to a City of North Bay staff report.

On the recommendation of City of North Bay staff, City Council members will be asked to approve the award of a contract for nearly $183,000 to Blanchfield Roofing Company Limited for work on the chimney and a section of the roof at Memorial Gardens during Tuesday's regular meeting. 

An assessment of the current roofing membrane over the south washroom added in 2000, and the lower roof on the building's east side reveals it has exceeded its expected life and is failing, according to the associated staff report. The report also notes the brick from the chimney will continue to deteriorate and fall.

"If not addressed this will result in further damage to the building, expensive repairs and higher energy costs," it reads.

The membrane has deteriorated and staff says leaks have been observed over the last few years which have caused damage to the interior of the facility. Moisture testing indicates failure of the existing membrane, causing wet insulation and negatively affecting energy costs. 

"Inspection of the chimney associated with the old boiler indicated that some remedial work on the brick is also necessary. This project will replace the roof membrane and any wet insulation on this section of the arena. Additionally, this project will encase the brick chimney in an exterior siding system which will stop the deterioration of the brick and minimize future maintenance requirements," from the report.

Of the three bids received, the quote from Blanchfield Roofing Company Limited was the lowest bid, provides the best overall value and is considered fair and reasonable, according to the City's criteria. The evaluation considered company ability, experience and price.
