City defends 'fake snow' decision

He says no film permits have been withdrawn as a result of the decision, nor has there been any indication from the industry that it could impact future projects

City staff isn't backing down from its controversial decision to ban fake snow using PHOS-CHEK on local movie sets.

The City opted to issue a news release to explain its position Monday afternoon.

"The City appreciates the response to a recent decision to suspend the use of PHOS-CHEKr, which was based on available toxicological and ecological information," said Keith Robicheau,  CAO. "This specific product has been used by film and television productions to simulate snow, which can be done by other products and methods."

Robicheau did not present any evidence to support the claims on the harmful aspects of the foam but said in an email to BayToday that the decision was partly based after "review of information provided by the film and television industry.

"The decision to suspend the use of PHOS-CHEKr was made after careful review and investigation of potential impacts.," added Robicheau. "The City strives to balance the priorities for economic development and environmental protection as is outlined in the City’s Strategic Plan.

"Please recognize that many film and television productions have not needed artificial snow. For those future projects that do need it, our team will meet with film and television companies to look at alternative products and methods."

He says no film permits have been withdrawn as a result of the decision, nor has there been any indication from the industry that it could impact future projects.

"Our team will continue to meet with film and television companies during the production planning phase," says Robichau. "The City of North Bay has worked closely with the industry to grow its presence in North Bay."
