Creepy clowns no laughing matter

At 6 p.m. yesterday, Oct. 12, 2016, a complainant contacted the North Bay Police Service to report that a person dressed as a clown was on the Kate Pace Way crouching in the bushes near the fire station and scaring three children on bicycles. The suspect, who was reported to be wearing a red shirt, black pants and a clown mask, was gone when police arrived at the scene.

At approximately 8:38 p.m. on Oct. 6, 2016, a complainant contacted the North Bay Police Service to report three people dressed as clowns behind West Ferris School near the sandpit. The complainant was concerned that the people may be trying to scare children, consistent with other “creepy clowns” reported in other jurisdictions. The area was extensively checked by police at the time, but the suspects had left the scene.

Public notice
While dressing up as a clown is not against the law, police can charge a person criminally if there are grounds to believe he or she committed acts of mischief, or threatened, assaulted, or harassed others. Persons can also be charged under Ontario’s Trespass to Property Act or under the City of North Bay Municipal Bylaw as it applies to City parks, which the public is prohibited from accessing after midnight.

How to contact police
Call 9-1-1, if you see a situation where serious injury can occur, or to report a crime in progress or about to occur, or for any suspicious activity where people or property are at risk.

For all other incidents requiring police attention or to communicate information that may assist police with their investigations, call the North Bay Police Service at 705-497-5555. For those who wish to remain anonymous, contact Near North Crime Stoppers, by calling 1-800-222-TIPS (8477) or by submitting a tip online at nearnorthcrimestoppers.com.
