North Bay driver slumped over steering wheel charged

Three North Bay men face drug charges after an incident in a Canadian Tire parking lot in Cochrane yesterday afternoon.

On November 23, at 1:55 p.m., OPP responded to a call of a person slumped over the wheel of their car parked just outside the front door of the store on Highway 11. 

Police found two other people unconscious inside the vehicle. The driver was assessed by an OPP Drug Recognition Expert and all three people were arrested and charged.

Kyle Kerr, 24, is charged with:

  • Operation while impaired - alcohol and drugs
  • Four counts of possession of a Schedule I substance for the purpose of trafficking,

Kyle Leblond, 29, is charged with: four counts of possession of a Schedule I substance for the purpose of trafficking

Patrick-Garrett Chum, 43, is charged with:

  • Five counts of possession of a Schedule I substance for the purpose of trafficking,
  • Obstruct a peace officer

Kerr was issued a 90-day administrative driver's licence suspension and the vehicle was impounded for seven days.

All three were released on an undertaking and are scheduled to appear before the Ontario Court of Justice in Cochrane on January 3, 2023.
