Woman attacked by 'dirty crackhead with yellow teeth' on McIntyre St E

On the 6th Sept at 2:30 pm a woman was walking on the 700 block of McIntyre St E when she was approached from behind and her purse grabbed.
When she turned, an unknown male hit her in the face with an open palm. She kneed him in the groin and he fled north on the bike path towards First Ave.
He is 5’5” to 5’9”, skinny, with short brown or dirty blonde hair, wearing light blue basketball shorts and a stained white tank top.
He was described as a dirty crackhead with yellow teeth. He did not get the purse.
Cst Geoff Whittle is investigating.

I hope that the local police do not put their "A RANDOM ACT OF VIOLENCE" spin on it again.
Apparently there is a problem with safety if these attacks are happening and I feel that more due deligence is needed. If that means increased patrols on foot or bike during the summer than so be it.
There has to be a root cause for these attacks...not just "RANDOM ACTS OF VIOLENCE"
