Accountability and transparency a priority for new hospital

As Ontario’s health system continues to wrestle with a challenging economy, a growing and aging population, and increasingly complex patient needs, the North Bay General Hospital (NBGH) and the Northeast Mental Health Centre (NEMHC) continue to enhance their efforts in quality, accountability and transparency.

Embracing the tenets of the Excellent Care for All Act and the Broader Public Sector Accountability Act, two pieces of legislation introduced last year, NBGH & NEMHC are enhancing quality, transparency and accountability in a variety of ways.

Most recently, NBGH & NEMHC have been:

• Developing a Quality Improvement Plan that will be posted publicly on the hospital’s website www.nbrhc.on.ca and eventually used for provincial benchmarking by the Ontario Health Quality Council;

• Tying executive compensation to quality improvement;

• Enhancing processes related to expense claims and use of consultants

These measures of accountability are in addition to the hospital’s participation in the annual public sector salary disclosure, which makes public sector salaries over $100,000 available to the general public.

Mark Hurst, Joint CEO of NBGH & NEMHC received a salary of $302,963.53 for 2010. This is an increase from Hurst’s 2009 salary of $289,522.87.

The increase is a result of Hurst being appointed by the Boards of NBGH & NEMHC as President and CEO of both organizations in October of 2010.

The newly constructed North Bay Regional Health Centre (NBRHC) is a co-location of partner hospitals: the North Bay General Hospital (NBGH) and the Northeast Mental Health Centre (NEMHC). This state-of-the-art new health centre provides District Acute Care services to North Bay and surrounding communities (approx. 130,000 pop.) and regional specialized mental health services to all of northeastern Ontario mostly through referral from five acute care hospitals in the region (Sudbury, Sault Ste. Marie, Timmins and North Bay—approx. 500,000 pop.) Our hospital employs approximately 2500 people.
