On July 20, at approximately 1615 - 1700 (4:15 - 5:00pm), it is alleged that a male was in the area of the Government Dock beach, acting in an indecent manner, exposing and touching his genitals in a self-sexual manner. A female complainant nearby took exception to this act and confronted the suspect, where by the suspect attempted to apologize, then fled on foot with the 21-year-old complainant in pursuit. There were in excess of 70 adults and children in the area at the time.

On July 21 , the suspect, 45-year-old Christopher Mark Dykens was arrested at his Trappers Glenn residence, by the investigating officer S. Taylor, with the assistance of Detectives Martin & Cirullo, charged with Indecent Act, and held for a bail hearing today.
